COVID-19 Guidelines – Peel – Nov 16-2020
The following is a list of both Requirements (You Have To Do This) and Recommendations (It Would Be Wise To Do This), from both the Province and the Region of Peel. This list is in effect as of November 16. Some of these measures have a set review date and others are in effect until further notice.
Summary
The following list is intimidatingly long, and this list is just the summary, there are more details! So, to summarize:

- COVID-19’s 2nd Wave makes the first wave look like nothing. In Peel we hit our first wave peek on April 18th with 189 new infections, but starting on October 22nd, we have only been below 200 infections a day twice, with a peak of 503 on November 9, 2020.
- Therefore, be careful, limit contact with other people, do only the essentials.
- Remember the “Four Core Essentials”
- Stay Apart Maintain 2-metres distance from anyone who doesn’t live with you or is not your essential caregiver.
- Lather Up Wash your hands often with soap and water or use hand sanitizer.
- Mask Up Wear a non-medical mask when it’s difficult to maintain physical distance and where masks are mandatory. Protect the supply of medical grade masks for health care workers.
- Get Tested If you think you might have COVID-19 or have been exposed to it you should get tested. While waiting for test results, stay home, self-isolate and prevent potential spread.
Social Gathering and Visiting Others
Social Gathering Requirements
- Limit gatherings for all organized public events and social gatherings to 10 people indoors and 25 people outdoors.
- Social gatherings celebrating holidays and life events are not allowed in business establishments, effective November 13, 2020 until further notice.
Social Gathering Recommendations
- Restrict close contacts to your household and essential supports. Those who live alone may be in close contact with only one other household.
- Avoid visiting any other household or allowing visitors to your home or yard, except for emergency reasons (for example, medical needs, renovations or construction, one-on-one teaching and instruction). Always use proper Core Fourprecautions in these situations.
Daily Activity Recommendations
- Restrict non-essential travel from areas of high transmission to areas of low transmission.
- Limit in-person activities outside the home to essential activities only (work, school, fitness and exercise, access to health care, vehicle maintenance, and shopping for food, drink, gasoline).
- Cancel, postpone, or hold virtually any other in-person activities, or participate only with your household and essential supports.
- If you must attend a place of worship in-person or dine-in at restaurants, bars, or food and drink establishments, only sit with people from your household or your essential supports, 2 metres away from others.
Weddings and Other Gathering Requirements
- Limit gatherings for religious services, weddings and funerals to 30% capacity indoors and 100 people outdoors.
- Wedding receptions and associated gatherings are not allowed in business establishments, effective November 13, 2020 until at least January 7, 2021.
Weddings and Other Gathering Recommendations
- If a wedding ceremony must be conducted in-person at a place of worship, indoor attendance must be limited to 30% of the building’s capacity to a recommended maximum of 50 people per facility. Household members and essential supports should be seated together, with 2-metres between groups.
- Avoid attending in-person wedding receptions and gatherings outside of Peel.
Workplaces
Ontario Requirements
- Workplace screening is required.
- Face coverings must be worn indoors.
- If patrons are not wearing face coverings and within 2 metres of workers, workers must wear eye protection.
- Develop and implement a communication and public education plan (highlighting risk).
Peel Requirements
- Prohibit all non-essential visitors.
- Offer work from home options to employees, where possible.
Restaurants Etc.
Ontario Requirements
- Indoor capacity limits of 10 people.
- Outdoor dining, take out, drive through, and delivery are permitted.
- Require patrons must be seated with a minimum of 2-metres between tables.
- Require contact information for all seated patrons.
- Require screening of patrons.
- Limit of 4 people may be seated together.
- Dancing, singing and the live performance of brass or wind instruments are prohibited.
- Limit operating hours, with establishments closing at 10 p.m.
- Liquor may only be sold or served between 9 a.m. to 9 p.m.
- No consumption of liquor between 10 p.m. and 9 a.m.
- Closure of strip clubs.
Peel Recommendations
- Group seating should be limited to people from the same household, or their essential supports only, with 2 metres between groups. Avoid mixed seating.
Sports and Recreational Fitness Facilities
Ontario Requirements
- Attendance limits of 10 people indoors (classes), 25 people outdoors (classes), 10 people indoors (areas with weights or exercise equipment).
- All sports and recreational programs in other facilities (arenas and multiplexes) limited to 10 people per room indoors and 25 outdoors.
- Team sports must not be practiced or played except for training (no games or scrimmage).
- No contact permitted for team or individual sports.
- Required screening of members of the public, including spectators.
- Limit duration of stay to 90 minutes, with an exemption for sports.
- No spectators permitted, except for parent and guardian supervision of children.
- Limit volume of music and require use of microphone for instructor where needed to avoid shouting.
- A safety plan must be available upon request.
- Face coverings required except when exercising.
- Increased spacing between patrons to 3 metres for areas of a sport or recreational facility where there are weights and weight machines and exercise and fitness classes.
Peel Requirements
- Ensure all fitness class participants pre-register, with no drop-in participation allowed.
- Maintain accurate contact information for contact tracing purposes in the event of an exposure. Keep contact lists confidentially stored for at least one month.
Places of Worship
Ontario Requirements
- Limit gatherings for religious services, weddings and funerals to 30% capacity indoors and 100 people outdoors.
Peel Recommendations
- Leaders of such venues should strongly consider conducting religious services, rites or ceremonies virtually as much as possible.
- If not possible and a service must be conducted in-person, reduce indoor attendance to 30% of the building’s capacity, to a maximum 50 people per facility. Seat household members and essential supports together with a 2-metre distance between groups.
Banquet Halls or Meeting and Event Spaces
In Peel, meeting and event spaces, including banquet halls, are closed for events until further notice.
Entertainment facilities
Casinos, Bingo Halls, Etc.
Ontario Requirements
- Limits of 10 people per facility indoors, 25 people outdoors.
- Liquor may only be sold or served between 9 a.m. to 9 p.m.
- No consumption of liquor is allowed between 10 p.m. and 9 a.m.
- Require screening of patrons (e.g., questionnaire).
- Require contact information from all patrons.
Movie cinemas
In Peel, cinemas are closed, with the following exceptions outlined by Ontario’s measures:
- Drive-in cinemas are permitted.
- Rehearsal or performing a recorded or broadcasted event is permitted.
- Singers and players of brass or wind instruments must be separated from any other performers by plexiglass or other impermeable barrier.
- Contact information is required from all patrons.
Performing arts facilities
In Peel, performing arts facilities are closed to spectators under the Red-Control level.
Ontario Requirements
- Rehearsal or performing a recorded or broadcasted event remains permitted.
- Singers and players of brass or wind instruments must be separated from any other performers by plexiglass or other impermeable barrier.
Retail Spaces
Ontario Requirements
Operators must follow Ontario’s measures under the Red-Control level to close interior dining spaces (tables and seating in food courts) in shopping malls.
Operators should consider these provincial measures during winter holiday season:
- Limit capacity in retail stores and in shopping malls.
- Require screening of patrons at mall entrances.
Operators should consider these provincial measures during winter:
- Limit capacity in retail stores and in shopping malls.
- Fitting rooms must be limited to nonadjacent stalls.
- Manage line-ups of patrons congregating outside venues managed by venue, with 2-metre distancing and face coverings required.
- Limit volume of music to be no louder than the volume of a normal conversation.
- For malls, a safety plan must be available upon request.
- Require screening of patrons at mall entrances.
